Health officials announced Monday that nearly 39 percent of the state’s population is fully vaccinated, but many wonder if Ohio will reach the benchmark for herd immunity of at least 70 percent. That’s when enough of the population is immune to COVID-19 that new infections are unlikely and when some experts say there could be a full return to normalcy.
