President Biden will need the support of all 50 Senate Democrats in order to enact his legislative agenda, which includes a more than $2 trillion jobs and infrastructure plan.

West Virginia Sen. Joe Manchin has balked at nuking the filibuster, and has said he won’t just go along with the spending plan that would raise taxes on the wealthy and corporations.
