WOSU's Mike Thompson moderates a debate on the proposal to change Columbus City Council from 7 at-large members to a council with three at large members and 10 members elected from districts. Discussing the proposal is Whitney Smith of Represent Columbus, which supports the ward-based system, and James Raglan of One Columbus, which opposes the districting of city council.
