Manufacturers: Competition Expected Under Electrical Deregulation Not Available

Eight years ago, Ohio legislators voted to completely change the way consumers are charged for electricity. Lawmakers promised the change could substantially lower monthly bills. For most consumers, that promise has not materialized.

Now, there are calls for another change in the system of utility regulation. Statehouse correspondent Bill Cohen reports.
