The killing of a child outside a supermarket in northeast Ohio, has raised questions about whether the suspect fell through cracks in the mental health system.

Michael J. Brooks II was arrested in Fayette County, Georgia after he was shot by a homeowner police say he was burglarizing. Columbus police identified Brooks as a suspect in Emily Foster's fatal stabbing with surveillance footage and evidence left at the scene.

Emily Foster moved into her home on Iuka Avenue in 1972. She wrote a book on the history of the University District, which she called "a neighborhood of neighborhoods."
