A federal ban on police use of chokeholds has been discussed in recent weeks, but NPR reviewed the internal policies of several large U.S. police departments and found them difficult to enforce.

The agreement between the city and state human rights authorities promises several reforms. It comes after the state opened a civil rights investigation into the city's police department.

The decision backs the recommendation of an NYPD administrative judge earlier this month that Pantaleo should be fired for his role in Garner's death in 2014.
