In 1833, Virginian landowner John Randolph freed nearly 400 people from slavery in his will. A legal battle ensued.
More than 3,000 acres in Mercer County were supposed to go to them, but it never happened.
Now, nearly two centuries later, a state lawmaker wants justice for their descendants.
