Columbus City Council holds its first hearing on Monday night for Andre’s Law, a provision that requires police to activate cameras and provide first aid on the scene.
Footage of Andre Hill’s killing has no audio because former Columbus Police officer Adam Coy didn’t turn on his body camera until after the shooting. The footage also shows officers failing to offer aid for more than 10 minutes.
In the days after the incident Hill’s daughter Karissa called for legislation to ensure that never happens again. During a recent press conference, Columbus Council President Shannon Hardin said the city is ready to take up her suggestion.
“Andres Law will not solve all police violence but it’s one more step in the right direction to ensure we know what is happening on the scene based on body cam footage and to ensure that if residents are hurt, peace officers are there to render the aid,” Hardin said.
Under the measure, cameras have to be on by the time police exit their vehicle. Officers will also receive regular CPR training and be required to provide first aid after use of force. The legislation codifies policy changes instituted within the division following Hill’s killing.
“It is imperative to strengthen rules surrounding the use of body worn cameras and requirements to render aid, not only in CPD policy but also in law,” Hardin said.
In “egregious cases” city officials say they’re prepared to pursue criminal charges against officers who don’t render aid.
