Police say they've arrested a 16-year-old boy in the fatal shooting of a 14-year-old girl on a west Columbus street. A police report says the 16-year-old was arrested Tuesday in the slaying of Amanda Kirwin. The shooting happened just before midnight Monday in the Franklintown neighborhood. Police said Kirwin was standing with friends when she was struck by a bullet fired from across the street. She died later at a hospital. Police say they don't believe 16-year-old Donald Loper IV was aiming at Kirwin when the shot was fired. Loper was charged with a delinquency count of murder. Friends and family gathered outside Kirwin's house Tuesday to remember her. She would have been a high school freshman when school started again next week.
