A proposed ballot issue to fix Ohio's system for paying for schools is sketchy on details, and backers say that's on purpose.
The constitutional amendment would pay for public education through a combination of state and local money, shifting much of the burden from property owners to the state. But a spokesman for education groups behind the plan says they wanted to leave the big questions to the Legislature.
