				<content:encoded><![CDATA[<p>Prosecutors are asking a judge to consider the harm suffered by intended recipients of stolen gift cards and the people who mailed them when the former Ohio postal worker who took the cards is sentenced next month.</p>
<p>Prosecutors say federal Judge Algenon Marbley also should consider the injuries suffered by federal agents when they were punched and bitten while arresting the worker.</p>
<p>Former U.S. Postal Service worker Terrence McLean pleaded guilty last year to charges accusing him of stealing cash and gift cards from mail at a central Ohio processing center and assaulting officers.</p>
<p>Assistant U.S. Attorney Doug Squires said in a filing Friday that McLean&#8217;s theft was on a grand scale.</p>
<p>A probation department sentencing report recommends a year in prison for McLean. </p>

				<content:encoded><![CDATA[<p>Members of the Columbus Education Commission met Friday to continue to look for ways to improve Columbus City Schools. WOSU reports a review of the school district’s non-academic business was ordered. </p>
<p>In a unanimous roll call, Columbus Education Commission members voted to evaluate Columbus City Schools’ “business functions.” The review would include areas such as human resources, the central office, and transportation and food services. </p>
<p>Commission co-chair Federal District Judge Algenon Marbley said the group is in search of ways the school district can save money and put the additional funds toward education. </p>
<p>“We’re going to look to see what’s there, to see what practices we should retain, what practices, if any, can be improved upon,&#8221; Marbley said. </p>
<p>The commission members also discussed federal, state and local school policy. Columbus Mayor Michael Coleman, who created the commission, has suggested its members could propose changes to state law if it means improving the Columbus City Schools.  </p>
<p>Commission co-chair Kathy Ransier said one area that has potential for legislative change could be early childhood education. Ransier said there is very little funding dedicated to pre-school. </p>
<p>“If they are not prepared for kindergarten, they more than likely are not going to be prepared for their, actually going through their educational careers,&#8221; she said.</p>
<p>The panel also discussed sharing services between Central Ohio school districts, such as transportation, which could save resources. That, too, would involve changes to state law. </p>

				<content:encoded><![CDATA[<p>A federal judge has ordered the state&#8217;s election chief not to reject certain provisional ballots and come up with a new directive regarding the ballots.</p>
<p>Federal judge Algenon Marbley issued the order late Tuesday. He said Secretary of State Jon Husted&#8217;s near-Election Day directive violated a previous court ruling and state law.</p>
<p>Provisional ballots include those cast when voters don&#8217;t bring proper ID to the polls or cast them in the wrong precinct. </p>
<p>Voter advocates had claimed Husted&#8217;s wrongly shifted the burden of recording the form of ID used on a provisional ballot from poll workers to voters. They said putting the requirement on voters increases the likelihood that ballots could be wrongly rejected.</p>
<p>Marbley is requesting Husted issue a new directive by Friday.</p>
<p>Husted is appealing the decision. </p>

				<content:encoded><![CDATA[<p>A federal judge has angrily demanded that attorneys for Ohio&#8217;s elections chief name the author of an election-eve order that placed the responsibility of explaining what kind of identification voters use on provisional ballots on the voters themselves.</p>
<p>U.S. District Court Judge Algenon Marbley&#8217;s voice rose nearly to a shout at times as he asked attorneys what research the Ohio Secretary of State&#8217;s office had done before issuing Friday&#8217;s after-hours order.</p>
<p>At issue is an order released by Secretary of State Jon Husted that requires voters to check a box explaining what ID they can offer if they weren&#8217;t able to provide the last four digits of their Social Security number or their Ohio driver&#8217;s license number.</p>
<p>State attorneys said they didn&#8217;t immediately know the author. </p>

				<content:encoded><![CDATA[<p>Two Democratic lawmakers are urging Ohio&#8217;s elections chief not to appeal a federal judge&#8217;s order requiring the state to change its rules for counting provisional ballots.</p>
<p>At issue are requirements for when a poll worker is permitted to reject a provisional ballot, typically a ballot cast in the wrong precinct.</p>
<p>Federal judge Algenon Marbley on Monday ordered Secretary of State Jon Husted to issue new rules making it harder for provisional ballots to be rejected. The ruling puts an even greater burden on poll workers to ensure provisional ballots can be cast.</p>
<p>A Husted spokesman has said an appeal was likely.</p>
<p>State Reps. Kathleen Clyde and Alicia Reece called on Husted Tuesday to accept what they say is a fair ruling and not fight the decision.</p>
