				<content:encoded><![CDATA[<p>There were just 88,000 jobs added to private and public payrolls in March, <a href="http://www.bls.gov/news.release/empsit.nr0.htm" target="_blank">the Bureau of Labor Statistics estimates</a>.</p>
<p>But the nation&#8217;s jobless rate still edged down to 7.6 percent from 7.7 percent. That dip wasn&#8217;t for a good reason, though: Nearly half a million fewer people were participating in the labor force. That smaller pool meant the jobless rate could tick down even as job growth was weak.</p>
<p>The news was not in line with expectations. <a href="http://www.npr.org/blogs/thetwo-way/2013/04/05/176314401/slow-and-steady-jobs-report-expected" target="_blank">As we reported earlier</a>, economists were expecting to hear that payrolls had grown by 200,000 jobs and that the jobless rate had remained at February&#8217;s 7.7 percent.</p>
<p>But the news was in line with the general trend. While the economy continues to add jobs — and has been steadily since mid-2010 — that growth remains slow and could weaken some more as the effects of the federal government&#8217;s sequestration budget cuts take effect.</p>

<p><strong>Update at 10:45 a.m. ET. Economy Is &#8220;Continuing To Recover,&#8221; White House Says:</strong></p>
<p>&#8220;While more work remains to be done, today&#8217;s employment report provides further evidence that the U.S. economy is continuing to recover from the worst downturn since the Great Depression,&#8221; writes Alan Krueger, the president&#8217;s top economic adviser, <a href="http://www.whitehouse.gov/blog/2013/04/05/employment-situation-march" target="_blank">on the White House blog</a>. He adds that &#8220;it is critical that we continue the policies that are helping to build an economy that creates jobs and works for the middle class as we dig our way out of the deep hole that was caused by the severe recession that began in December 2007.&#8221;</p>
<p>Krueger also writes that &#8220;it is important to bear in mind that the March household and payroll surveys are the first monthly surveys to look at employment since the beginning of sequestration.  While the recovery was gaining traction before sequestration took effect, these arbitrary and unnecessary cuts to government services will be a headwind in the months to come.&#8221;</p>
<p><strong>Update at 9:45 a.m. ET. Stocks Drop:</strong></p>
<p>Shortly after the opening of trading in New York, the Dow Jones industrial average was down about 140 points (1 percent). Other indices were down 1-1.5 percent.</p>
<p><strong>Update at 9:10 a.m. ET. Boehner Blames Obama&#8217;s Policies:</strong></p>
<p><em>&#8220;</em>The president&#8217;s policies continue to make it harder for Americans to find work,&#8221; House Speaker John Boehner, R-Ohio, says in a statement sent to reporters by his office. &#8220;Hundreds of thousands fled the workforce last month and unemployment remains far above what the Obama administration promised when it enacted its &#8216;stimulus&#8217; spending plan.&#8221;</p>
<p>The White House typically <a href="http://www.whitehouse.gov/blog" target="_blank">posts its analysis here</a>. We&#8217;ll watch for that.</p>
<p><strong>Update at 9:05 a.m. ET. &#8220;Troubling&#8221;:</strong></p>
<p>&#8220;The labor market had some reasonable momentum over the past several months, but with just 88,000 job gains in March, once again we see a disappointing seasonal slowdown unfold as we head into spring,&#8221; <a href="http://www.conference-board.org/press/pressdetail.cfm?pressid=4772" target="_blank">writes Kathy Bostjancic, director of macroeconomic analysis at The Conference Board</a>, a business research group.</p>
<p>&#8220;What is even more troubling about the most recent slowdown,&#8221; she adds, &#8220;is that it takes place even before the sequester cuts materially hit the economy. This reinforces our view that the estimated 3.5 percent real GDP growth in [the first quarter] is not likely to be sustained. Instead, we see the overall economy, led by the consumer, downshifting significantly in the second quarter, struggling to get close to 1 percent real growth.&#8221;</p>
<p><strong>Update at 9 a.m. ET. Early Analyses:</strong></p>

<p>&#8211; &#8220;Employers hired fewer workers than forecast in March and a slump in the size of the labor force pushed the jobless rate down to a four-year low, indicating the U.S. job market is struggling to make bigger strides.&#8221; (<a href="http://www.bloomberg.com/news/2013-04-05/payrolls-in-u-s-rose-less-than-forecast-jobless-rate-falls.html" target="_blank">Bloomberg News</a>)</p>
<p>&#8211; &#8220;American employers hired at the slowest pace in nine months in March, a sign that Washington&#8217;s austerity drive could be stealing momentum from the economy. (<a href="http://www.reuters.com/article/2013/04/05/us-usa-economy-jobless-idUSBRE9330HH20130405" target="_blank">Reuters</a>)</p>
<p>&#8211; &#8220;There were few encouraging signs from this report. Employers added just 88,000 jobs in March, roughly a third the level of February&#8217;s number and the lowest figure since June 2012. Manufacturers cut jobs. The jobless rate fell for the wrong reasons–people dropped out of the labor market. One silver lining: Job growth in January and February was stronger than initially reported. The number of jobs added in those months was revised up by a combined 61,000.&#8221; (<a href="http://blogs.wsj.com/economics/2013/04/05/jobs-report-winners-and-losers/" target="_blank"><em>The Wall Street Journal</em>&#8216;s Real Time Economics blog</a>)</p>

<p><strong>Update at 8:55 a.m. ET. Bear In Mind, There Are Really Two Surveys.</strong></p>
<p>This issue often comes up when BLS issues its report: The two headline numbers — the jobless rate and job growth — can seem to signal different things because they are based on separate surveys.</p>
<p>BLS derives the unemployment rate from a survey of households. Basically, it asks thousands of Americans a series of questions aimed at determining how many are and aren&#8217;t working.</p>
<p>In the other survey, it contacts public and private employers in an effort to determine how many jobs they have on their payrolls.</p>
<p><strong>Update at 8:50 a.m. ET. Some Upward Revisions In Previous Months&#8217; Job Growth:</strong></p>
<p>Though the March payroll employment figure was surprisingly low, BLS also on Friday revised up its estimates of growth in January and February.</p>
<p>Initially, it reported that 119,000 jobs had been added to payrolls in January. Now, it says there were 148,000 jobs added that month.</p>
<p>And it had earlier reported that 236,000 jobs were added to payrolls in February. Now, it says there were 268,000 jobs added that month.</p>
<p>It is possible, of course, that a month from now BLS will say there were more than 88,000 jobs added in March.</p>
<p><strong>Update at 8:45 a.m. ET. Decline In The Labor Force:</strong></p>
<p>According to BLS, there were 496,000 fewer people counted as being part of the labor force last month. And, the &#8220;participation rate&#8221; declined to 63.3 percent from 63.5 percent.</p>
<p>So, despite the weak job growth picked up in the agency&#8217;s survey of employers, the jobless rate was nudged down to its lowest point since December 2008&#8242;s 7.3 percent.

				<content:encoded><![CDATA[<p>The Columbus Blue Jackets acquired all-star right winger Marian Gaborik prior to this afternoon&#8217;s NHL trade deadline in an attempt to make the playoffs. The deal was one of three trades the club made today. </p>
<p>Gaborik, a three-time all star, was obtained from the New York Rangers in exchange for center Derick Brassard, right wing Derek Dorsett, defenseman John Moore and a sixth round pick in the 2014 NHL Draft.</p>
<p>The Jackets also sent former rookie of the year award-winning goaltender Steve Mason to the Philadelphia Flyers for goaltender Michael Leighton and a third round pick in the 2015 NHL Draft. </p>
<p>Finally, Columbus picked up forward Blake Comeau from the Calgary Flames in exchange for a fifth round pick in this summer&#8217;s draft. </p>

				<content:encoded><![CDATA[<p>A buzzing lawnmower is churning crispy autumn leaves into mulch on the 34 acre grounds of Wick Park, one of the largest city parks in Youngstown.  Residents use this sprawling landscape of oak trees, swing sets, and walking trails almost year around.</p>
<p>Environmental activist Susie Beiersdorfer says she and other concerned residents have been lobbying Youngstown officials for months to ensure the city doesn’t lease the mineral rights beneath this park—or any other city owned lot for that matter—to a company to drill for natural gas.</p>
<p>Beiersdorfer: “It’s about people being educated about the threat to the air, the threat to the water, the increased truck traffic, noise pollution, air pollution, this heavy industrial process coming into the urban area.”</p>
<p>To be clear, Youngstown officials say the parks will remain a drilling free zone, but it is likely that the city will lease other plots of land.  Earlier this month, city council granted the city authority to seek leasing offers from companies interested in drilling in the area.</p>
<p>City Council President Tito Brown says private landowners in Youngstown have been signing leases for months and, given state funding cuts, cities should be able to seize the opportunity to bring in revenue.</p>
<p>Brown: “We started thinking maybe there’s potential for the city to take that money and have it benefit the city residents and deal with some of our issues that we need to deal with from our economic shortfalls.”</p>
<p>Youngstown is just one of a growing list of municipalities considering leasing property for oil and gas drilling.  In Carroll County—the heart of Ohio’s Utica Shale drilling activity—county commissioners have raked in over $3 million dollars in lease payments.  In Trumbull County, the city of Warren brought in $300,000 from leasing 150 acres of a golf course last year.  And just east of Youngstown, the city of Campbell is also cashing in on their vacant property.</p>
<p>A block up from the Campbell Municipal Building, ringing bells at Christ the Good Shepherd Parish sing homage to the era when Campbell was known as the city of churches.  Once a bustling town of 16,000, many of those churches are now boarded up and the population has been cut in half since two major manufacturers shuttered in 2002. </p>
<p>Campbell has been in fiscal emergency for ten years, but City Administrator Jack Dill says he hopes the area’s fortunes will improve now that they’ve leased 161 acres to oil and gas company Hilcorp.  The city expects to receive a signing bonus of $800,000 next month.</p>
<p>Dill: “We couldn’t even pave a road for a long period of time.  Now with this amount of money coming in, that is going to be definitely put aside for infrastructure priorities, as far as putting in a new waterline, paving throughout the community, which is in desperate need.“</p>
<p>Dill says the city didn’t spend too much time deliberating, deciding it’s best to get what you can while the market’s hot.  He says he’s heard there’s already a drop-off in the amount of money oil and gas companies are offering per acre.</p>
<p>Dill: “If you snooze, you lose.  I mean you have to be on top of it.  It’s running so rapid and so fast, you have to be prepared, and you have to go after it.”</p>
<p>In Youngstown, Mayor Chuck Sammarone says its time his city starts cashing in like its neighbors.  Rampant unemployment and blighted neighborhoods have pushed people out of town and he wants to apply any leasing revenue toward demolishing vacant homes around the city.</p>
<p>Sammarone: “We’re trying to get people to stay, or move back into the city, to strengthen our population so we can strengthen our tax base.  Well, until we clean up the neighborhoods, that’s not going to happen.”</p>
<p>Sammarone says he’s heard the protests from residents who are worried about the environmental risks of drilling, especially after a series of earthquakes shook the area last year, but he says the potential windfall could help make Youngstown a more desirable place to live.</p>
<p>Sammarone: “When I go around to some of these bad neighborhoods where there’s a number of nice people, nice homes, but having to live in an area where a number of the homes aren’t nice, they’re vacant.  You know what they tell me?  We’ll put up with earthquakes, clean up our neighborhood.”</p>
<p>Sammarone says he doesn’t plan to move as fast as the city of Campbell did, but he doesn’t want to miss out on any opportunity either.  The city will go through a bidding process and solicit offers from different companies over the next six months before making any decisions. </p>

				<content:encoded><![CDATA[<p>School levies in Dublin, Worthington and New Albany have passed according to unofficial vote tallies, while Upper Arlington&#8217;s levy lost badly.</p>
<p>The New Albany levy, however, could sway to the loss column after provisional ballots are counted. Unofficial results say it&#8217;s leaning to the &#8220;yes&#8221; column by just 40 votes.</p>
<p>The Upper Arlington schools tax levy lost big with 11,641 votes again the levy and 9,578 votes for the measure. </p>
<p>Dublin schools&#8217; tax levy passed with 18,164 votes for the measure, while there were 14,605 votes against the levy. </p>
<p>Worthington school successfully passed two issues. The district&#8217;s tax levy passed 16,335 yes votes and 14,238 votes against. Worthington&#8217;s bond issue passed 18,911 votes to 11,460. </p>

				<content:encoded><![CDATA[<p>WOSU hosted NPR&#8217;s Neal Conan and Ken Rudin for an evening of politics, trivia, puzzles and jokes during the “Political Junkie Road Show” on Wednesday, October 10.</p>
<p>Conan, host of <em>Talk of the Nation</em> and Rudin, of NPR&#8217;s &#8220;Political Junkie&#8221; blog, were joined by a panel of journalists and members of political families to discuss the presidential election as well as Ohio&#8217;s Congressional races. </p>
<p>WOSU&#8217;s News and Public Affairs Director Mike Thompson was joined by Dr. Jason Johnson of Politic365, and Karen Kasler, Ohio Public Radio and Television Statehouse News Bureau Chief, to discuss Ohio politics and national races. </p>
<p>Conan and Rudin gave audience members a look inside political families by talking with Connie Schultz, the wife of Senator Sherrod Brown and a Pulitizer Prize winning journalist, and former Ohio Gov. Bob Taft, whose family enjoys a rich political history including his great-grandfather President and Supreme Court Chief Justice William Howard Taft. </p>

				<content:encoded><![CDATA[<p>Ohio spends millions of dollars each year to attract visitors to its amusement parks, beaches, and historical sites. And, this year, travelers can also take advantage of a series radio reports. Its called the New Ohio Guide. Sandra Sleight Brennan is senior editor for the radio road trip. she reports the 22 week series is an update of similar project completed during the 1930s. </p>
<p>The Ohio Humanities Council has given the first Ohio Guide a 21st century spin with the New Ohio Guide. Some of the tours air weekly on 89.7 WOSU on Mondays and Saturdays. No GPS needed!</p>
