Too many of us see transit as a service rather than a piece of infrastructure. The difference is that a service is designed to accommodate existing development patterns. Infrastructure is designed to guide future development patterns in a more orderly fashion. Unfortunately, transit is not the only piece of infrastructure that is treated too much like a service in this way…
