Officers in Toledo had to call for extra help early Friday when the crowd refused to leave.
Multiple media outlets report that police cited two people with disorderly conduct and charged a teen with obstructing justice.
Officers say the crowd starting banging on the mall doors after midnight and that they rushed the doors four hours later just before the shoes were to go on sale.
There were similar scenes at malls around the country.
Police used pepper spray on about 20 people at a mall near Seattle, and officers arrested at least four shoppers in suburban Atlanta.
