Governor Ted Strickland’s school funding plan has the goal of providing an adequate education to all Ohio public school students. In theory it evens the education playing field between rich districts and poor districts. But under the plan, some affluent districts see big increases in the first year, while some poor districts see cuts. How does this happen?
